My point is that she's seemingly not merely refering to those "ready to go". Specifically, the part where she says something along the lines of "just because medical advances allow us to live longer doesn't mean it's the right thing to do" sounds like she expects old people to essentially end their lives at a certain age as a requirement for population control, not a choice.
