The producers can bring up issues, but it is up to the celebs how they deal with it. Many in the past have turned things around in their favour when things they would rather not have mentioned have been brought up during tasks.

No mention was made of the child abuse thing in his VT, that was the producers. They manufactured the conflict in the house with their task designed to anger the housemates, which led to the manufactured eviction, and his subsequent slating by Emma.
There wasn't a moment of that that was in any way true interaction in the house. It was premeditated and planned by the producers.
The VT was also created by the producers, and they authorised his entry into the house after its production, with Emma welcoming him onto the stage and in to the house
