As farmers' protests against the Dutch Cabinet's nitrogen policy continue, the European Union is moving towards ending the Netherlands' exceptional position when it comes to spreading manure. From as early as next year, Dutch farmers may have to spread less manure on their land, sources close to the government confirmed to ANP after reports by NOS.

Brussels has been pushing for stricter treatment of Dutch farmers for some time. It is not without reason that two years ago, the EU granted the derogation only for two years instead of the usual four years, and it was subject to stricter conditions than before. Agriculture Minister Henk Staghouwe has warned farmers for some time that they should expect the derogation to be abolished. Negotiations are ongoing in Brussels, but according to insiders, the gradual phasing out of this exceptional position seems likely.

LTO Nederland, the organization for agriculture and horticulture in the Netherlands, said in a response that Dutch agricultural policy is "setback after setback" for farmers. "Loss of derogation is a black scenario for circular agriculture. It means that a smaller part of the total required soil fertilization may come from fertile animal manure and, therefore, greater dependence on artificial fertilizer and thus gas. This will cost approximately 10,000 to 20,000 euros extra for farmers without improving the environment. If the Ministry of Agriculture still wants to offer any future prospects, then derogation should really be arranged in Brussels."

In the meantime, the Cabinet and farmers are clashing about the nitrogen policy and the Cabinet's decision to appoint Johan Remkes as mediator. Several organizations, including Farmers Defense Force, Argactie, the DUtch Agricultural Youth Contact, and LTO Nederland, have indicated that they don't intend to speak to Remkes because the Cabinet is sticking to the goals of the nitrogen plan.

But the Cabinet does not intend to appoint a different mediator, Minister Christianne van der Wal (Nature and Nitrogen) said on Friday before the start of the Council of Ministers. As far as she is concerned, mediator Remkes will start his work next week. She believes all parties will eventually join the discussion. "I trust that LTO will come to the table."

Prime Minister Mark Rutte said earlier this week that he has "a lot of confidence" in Remkes as a mediator. Staghouwer also said he assumes the parties will come to talk. "I think this is the only way to have a good conversation and to look at the future of the agriculture sector. According to the Agriculture Minister, Remkes has a " great track record" and can "stand above the parties." Staghouwer said he was looking forward to the talks.

On Friday, farmers protested by blocking access to a Jumbo distribution center in Woerden, a waste processor in Wijster, and parking their tractors around the Zeeland provincial house.

The police announced that they arrested a 52-year-old man from Kootwijkerbroek on Wednesday for threatening Minister Van der Wal. During a recent farmers’ protest, the man hung a banner on his tractor listing the Minister's name after that of murdered Pim Fortuyn and Theo van Gogh. He listed Van Gogh and Fortuyn’s dates of death after their names and put a cross and a question mark after Van der Wal’s name.

The authorities charged the man with threats and sedition. The police released him from custody. He will appear in court at a later date.

The family of 16-year-old Jouke Hospes, whose tractor got hit by a police bullet at a farmers’ protest in Heerenveen on Tuesday, also said they’ve decided to wait to file charges against the cop who fired the shot. According to the boy’s mother, investigators asked them to wait. They have a meeting with the family on Saturday.

Reductions are necessary in emissions of nitrogen oxides from farm animal manure and from the use of ammonia in fertilizer, the government says, estimating a 30% reduction in the number of livestock is needed.


High-intensity farming of cows, pigs and other animals has made the Netherlands Europe's leading emitter of the substances. Construction and traffic also contribute.

Dutch and European courts have ordered the Dutch government to address the problem. Farmers say they have been unfairly singled out and have criticised the government's approach.

Monday's protest is widely supported by farmers' groups but not centrally organised.

Previous rounds of protests have included unruly demonstrations outside the homes of politicians and lawmakers -- which drew condemnation from Prime Minister Mark Rutte and did not increase public support for the cause.

In 2020 the government set a national speed limit of 100 kilometres per hour in an attempt to ease emissions.

Construction projects are now routinely delayed due to difficulties obtaining licences covering emission of nitrogen compounds.

yes could end up to be a big disaster in terms of trade


also hypocrite of our government to only punish farmers when air travel is also bad for climate with the same bad emission percentages

like when farmers are against the law, law needs to be protected with force against farmers who hire thugs to create chaos


you have every right to peacefully protest but you got some scum inbetween of those protesters who want to hire thugs, create chaos for more attention and likes

and no, i don't want fascists like Baudet and Wilders either, they are too power hungry for my liking



maybe Labour (PVDA) to rise to the top again with someone stronger than Ploumen (although Lilianne wasn't bad but she isn't mentally that strong in debates against the opposition)


and that BBB with Caroline van der Plas, no thank you, otherwise there only would go lots of attention to farmers solely, which also shouldn't be happening


we need equality



and apparently, if Netherlands sticks to climate plans of EU and has a success there, then farmers have to get rid of 15% lesser cattle than at first expected but then the climate plans of EU must be reached of course

On Wednesday afternoon, four security regions in the east of the country, Rijkswaterstaat, and the Oost-Nederland police appealed to farmers’ activists to stop unsafe actions. The police are investigating who set hay bales, waste, and asbestos-containing materials on fire on Wednesday morning. Several highways are still closed.

“By deliberately setting fire to straw bales, dumping waste, including materials containing asbestos, and spreading manure, several farmers have created unsafe situations,” the authorities said in a joint statement on Wednesday. “Such actions can lead to life-threatening situations for road users. It can cause accidents and fire.” According to the services, fire is currently a major risk due to drought and can have far-reaching consequences.

A car hit a hay bale on an on-ramp to the A32 near Meppel-Noord on Wednesday morning. As far as is known, no one got hurt, a police spokesperson said. Rijkswaterstaat savlaged the car. Rijkswaterstaat said the car hit several beams and rubbish.

By Wednesday afternoon, several highways and slip roads were still closed due to the farmers' actions. Rijkswaterstaat said it is working to clear the roads. “In some places, heavier material is needed to clear up the mess or repair the road.”



The Ministry of Agriculture, Nature, and Food Quality said farmers’ actions around the highways had gone too far. “Protesting is only allowed within the limits of the law. That is not this. This is also not the way to progress together,” a spokesperson said. The Ministry believes the farmers would be better off coming to the discussion table.

On Tuesday, Johan Remkes, who was appointed to mediate between the government and farmers, invited farmers’ representatives to have a discussion, the spokesperson noted. “Come and have a conversation. That’s the place to share concerns, ideas, and suggestions and move forward together,” the spokesperson said.

The Ministry of Justice and Security is also critical. “Demonstrate, take action, speak up, but keep it calm, stick to the rules and the laws that apply.” Blocking roads is not part of that, a spokesperson said. “This can have consequences. Then the police have no choice but to intervene.”

Not evening close to being as dangerous as what your government is doing to your farmers.
