Default Netherlands Refugee crisis, humanitarian disaster

Aid agency Médicins sans Frontières has described conditions at Ter Apel refugee reception centre as ‘inhumane’ after answering an unprecedented call for emergency aid in the Netherlands.

The deteriorating situation was underlined on Wednesday when a three-month old baby died in a sports hall being used as an overspill centre for new arrivals.

The asylum accommodation service COA said it was ‘deeply shocked by this terrible event’, but would not comment on the circumstances of the infant’s death while an investigation is ongoing.

Médicins sans Frontières (MSF) will start work on Thursday to provide medical and psychological care to refugees in Ter Apel, which is the first port of call for anyone seeking asylum in the Netherlands.

In recent weeks up to 700 people have slept outside the gates of the facility because there is no space inside, where there is an official limit of 2,000 places.

On Wednesday the regional safety board ordered all tents and makeshift shelters to be removed because of security concerns. As tensions grow fights have broken out outside the camp, with people using knives and improvised weapons such as tent pegs.

‘Medical emergencies’ Judith Sargentini, director of MSF’s Dutch branch AzG Nederland, said the conditions at Ter Apel were ‘inhumane’.

‘AzG has existed for 50 years, but this is the first time we have provided emergency aid in the Netherlands, and we’re doing it because the Dutch government has asked for it.’

The agency said it had found people with chronic illnesses, pregnant women and children among those sleeping outdoors. Some had run out of medicine for their condition, while others had developed skin conditions after not being able to wash for a week.

‘If this situation continues it will lead to serious medical emergencies,’ Sargentini told the AD.

The Red Cross closed its humanitarian service point on Wednesday for the second time in a week after being overwhelmed with enquiries.

A spokesman said more staff were needed to cope with the extra demand and it was not clear when the service point would reopen. Last week it was closed because the Red Cross was concerned about the safety of its workers after fights broke out at the camp.

The organisation warned back in June that the situation at Ter Apel was ‘inhuman and untenable’, with refugees not having access to food and water for hours.

The safety council said it had ordered tents outside the gates to be removed because they could be used to store weapons or illegal substances. The beige overhead covers put up by the COA will remain in place.

Other security measures have been stepped up after the municipal council in Westerwolde issued an emergency order giving police wider powers to stop and search people at the centre and increasing the use of security cameras.

Deputy Prime Minister and Minister for Poverty Policy Carola Schouten said she was “shocked” by the images in Ter Apel and the current situation. She called it “inhumane.” “This affects us all.” She said that the question of how it deteriorated to this point is not relevant at the moment. “We have to see how we can change the situation. We have to do what it takes to fix it.”

She would not directly address the question of why no member of the Cabinet visited Ter Apel on Thursday after the baby’s death and two medical emergencies. “I see a committed State Secretary [Eric van der Burg, Asylum] who is regularly in Ter Apel.” Van der Burg did not go to Ter Apel on Thursday.

The court in Almelo will handle preliminary proceedings in the case on Monday at 1 p.m. A ruling could be handed down later that day.

The purchase agreement stipulated that ownership of Hotel ‘t Elshuis would transfer to the COA on 29 August. Recently, however, the owners sent a letter saying they were canceling the sale because the COA did not clearly tell them in advance that 150 to 300 asylum seekers and refugees would be housed in the building. The COA says it was clear about this from the first contact in April.

"The selling party has indicated that it wants to get rid of the sale," the COA reported on Twitter. "The enormous pressure on COA's capacity means that every placement counts. COA has therefore initiated summary proceedings to proceed with the purchase."

The COA’s main facility for asylum seekers is located in Ter Apel, where 2,000 people can be housed temporarily while their applications are reviewed. However, for weeks the situation in Ter Apel has deteriorated, with hundreds of people forced to sleep either in chairs in waiting rooms, or outside. A tent camp that was set up there was broken down, while many of those sleeping outdoors have to rest on the hard ground without any form of mattress.

The report that COA had bought a hotel in the village of Albergen to accommodate asylum seekers there caused a great deal of unrest in the municipality of Tubbergen, of which Albergen is a part. The purchase was made without the knowledge of the municipality.

The hotel owner and her lawyer could not be reached for comment.

Good idea. No doubt the neighbourhood would be an economic powerhouse within a few months, and you definitely wouldn't end up a refugee yourself

AzG began providing medical assistance to asylum seekers on Thursday. The treated people mainly have neglected injuries, but many people also had skin infections and some had chronic diseases that had not been cared for. One person was sent to the hospital on Friday with complaints that have not been disclosed.

Hundreds of people have been sleeping outside of the application center for days without proper facilities such as showers. On Thursday, three people were sent to the hospital from the grounds. One of them had a heart attack, another was a diabetic who had been without insulin for weeks. It is not known what the third person suffered from.

On Friday, the IGJ raised the alarm with health minister Ernst Kuipers and the chairman of the Groningen Safety Region Koen Schuiling about the health situation at Ter Apel. According to the IGJ, there is a high risk of infectious diseases breaking out due to the lack of hygiene on the site. There is a lack of water, clean toilets, showers and shelter.

According to the inspectorate, an outbreak of infectious diseases is not only a threat to the health of the people waiting on the site for their asylum application, "but also for everyone who works or lives there.” Sufficient water, sanitation and shelter are needed immediately to restore hygienic conditions. The spread of infectious diseases must also be taken into account when moving people to reception locations.

The AzG spokesperson said 80 people was “a lot” and indicated that they were all men over the age of 18. Women and children within the application center have already been receiving care, which the spokesperson called “a good sign.”

The Inspectorate stated that it was "very impressed with the efforts made by people from the Red Cross and Doctors Without Borders in Ter Apel. They provide basic medical care under extremely difficult circumstances.”

As a result of the inspectorate's concerns, buses were prepared to take about 390 asylum seekers from the grounds to locations in Utrecht, Stadskanaal, Zuidbroek, Almere and Groningen on Friday evening, said a spokesperson for the Central Agency for the Reception of Asylum Seekers (COA). At least 50 people could go to Almere, while 100 could go to the Jaarbeurs in Utrecht.

According to the spokesperson, although the buses were ready on Friday evening, some people were not sure they wanted to go and ended up walking away. She could not say exactly how many left in the end. However, a spokesperson for Vluchtelingenwerk said that about 50 to 80 people stayed behind. Many asylum seekers were "afraid to get on a bus" for fear that their asylum application would be processed later as a result.

In order to help solve the "distressing and acute situation,” the municipality of Utrecht is sending its own people to Ter Apel in the short term to help. This includes crisis managers and other auxiliary troops who will provide support to ensure that registration and the reception of people run as quickly and smoothly as possible.

All the people who asked for help on Friday were examined by the medical team, according to the AzG spokesperson. The clinic is also open on weekends: "as long as there are people in front of the gate, we are present,” she said.

It was announced on Friday evening that from next week the Ministry of Defense will house asylum seekers from Ter Apel who would otherwise have to sleep outside the gates of the application center. The ministry will also help transport the asylum seekers to the application center for registration. State Secretary Eric van der Burg (Asylum) could not yet say exactly where the asylum seekers will be housed.

"If steps are taken for a decent living environment where people can wait for their procedure in good conditions and where there is access to medical care, we will no longer need to be present [at the application center]," the AzG spokesperson said.
