Yes but again if we're using the human shield analogy, we have to point out that police don't shoot kids through the chest to hit the kidnapper hiding behind them. It's not a good justification for taking the action, either in actual practice or in allegory.

The reaction to knowing there are terrorists in a hospital or school full of innocent people should be "Damn it, we bloody know they're in there but we'll have to find another way to get at them..." ... not "Oh well, bombs away!". .
