I’m kinda unsure whether I actually want to stay or not. On one hand I do because I like a majority of the people I work with and my boss really wants me to stay but on the other hand, if the firm doesn’t turn things around within the next year we will all be out of a job and that’s something that only time will tell.

This (for me personally) would be an indication that if you have the opportunity to leave, you should leave, and you've really indicated the exact reason here; if you saw this coming, you're probably competent and have a good eye for strategic overview, and if a company is ignoring good strategic insight because of hierarchy, then for one they're (as you have discovered) inevitably going to hit the skids and for two, your progression is going to be SEVERELY limited if people above you aren't only not noticing you, but are by default not allowing people a voice in order to be noticed and impress. Bad employer.
The path to progression - despite what some people would have you believe - is
not hard work. "Hard workers" get stuck doing the role that they're doing efficiently... because they're doing it efficiently. The key to progression is
smart work, good ideas, and demonstrating a valuable understanding of the role and organisation. If you have those, and you're not being given the opportunity to show it, get out ASAP.
