They all do know how to speak it, but the South of Wales is the least Welsh place in Wales. I've been to Cardiff several times and I swear I've never heard one Welsh-speaking person while I've been there. On the other hand, in the North which is where I live, the language is still going strong although some tourists do tend to visit the towns and villages, decide they want to move here and not bother learning the language. So I think you are right in your opinion. Welsh is a dying language unfortunately.
