Upload it to Photobucket etc.
Use the IMG code, and paste in to your Siganture.

P.S - This should really be in Suggestion/Help and new additions.

You gonna need a photobucket or flickr account (others are available) then get a URL to paste in options/login tab.

If it is a banner/avatar that is created specifically for the use of one person, no.

If it is a banner/avatar that is available for public use, or if it is a banner/avatar that the creator states can be used by more than one person, yes.
