The most idiotic thing about Luke's "hitlist" theory is that Rachel is masterminding it all in the diary room, manipulating the public.

Obviously the "hitlist" belongs to the public, they're the ones who do the voting, but the theory is so goddammed stupid Luke has had to attribute it to someone in the house for it to have any effect as a nomination tactic. He attributed it to Rachel (who's hardly ever featured in the DR)! LOL. What a plank Luke is.
