It confused me to begin with, but when you work it out it's simple.

General Chat is for legitimate topics which don't fit into the other forums (e.g. technology, life matters etc) - discussions which have a point.

Chat and Games is for completely pointless threads, generic chat and of course games.

I for one would hate the two forums to be merged - there's a lot of nonsense in Chat and Games that I wouldn't like to see General Chat get mixed up with.
