It doesn't mention race.

All blood and blood related products are routinely screened. However if you were infected within the 12 months prior to you giving blood, it is possible that your blood may pass initial screenings and show as infected.

Consequently you could pass the infection on through the blood. Its not so much a definitive time frame for incubation rather a time frame which was doubled as a safety margin.
