Nothing is ever that black and white. There is a lot more to this story, and if you just put prejudges and "loyalty" to favorites aside you might enjoy the show more.

This row started just after JJ had been talking to his mum via video link and he wasn't allowed to tell anyone about it. He went into the garden and the row escalated the way silly arguments sometimes do, probably because he was feeling a bit homesick and low anyway. Josie also has her insecurities which have been fuelled by the perceived threat of a new girl vying for JJ's attention, and her way of dealing with possible rejection is to go on the attack first.
When you have two such insecure people together they just feed off each other's paranoia and the argument spirals out of control. To the onlooker the reason for the argument might seem inconsequential, but really it was just a catalyst for a whole lot of other sh*t going on inside them.
Just my take on it all. However, its now become really tedious, and if it can't be resolved, better one of them leaves so the other HMs can get some air time as well.
