Why are they taking every 'twist' from Celeb Hijack?

On Matt Lucas' Hijack he could offer John a pass to the final or being nominated every single eviction.

And also the 'pass the final' has been done on two occasions.
1) John in Celebrity Hijack
2) Jennie in BB7

Anymore ?^
