Ridiculous.

I personally remember an, err, incident when me and a friend, with the girl from across the street, involving a plastic doctors hammer. We were 6,she was 7, and it was her idea.

These things at that age aren't even sexual. It's just curiosity.
She suggests herself her behaviour was predatory over a certain period of time, so it's not really unusual that the consensus is she effectively repeatedly assaulted her sister.
