If anything I think the whole house being up in Week 2 of BB6 was more unfair as it was simply that. Vanessa blabbed about nominations = Everyone up. Whereas in BB7 Jayne had to break the rules like 5 times for everyone to finally be up.
Oh yeah, I guess I'd forgotten that numerous punishments came before all the HMs being up, so yeah I see your point actually.
