He is not deliberately encouraging hatred, discrimination or violence so no, it isn't an offence, which is why he's been released without charge.

He'll either try to ride the high and make more disastrously unfunny videos, or shy away from ever making another one. Either way if you watch the interview with him... he has clearly gotten himself totally out of his depth
