Every single housemate doesn't need to feel intimidated.

Just one feeling that way is all that is required. Nobody should feel intimidated or threatened in what should be a safe and secure environment.

Big deal, Chloe is a girl he likes to touch up, so that automatically means he doesn't get aggressive with other people?

Chloe has said herself that she sees him as a "bad boy." That, by definition, would indicate someone that is more intimidating that say, someone like Ricky.
