As that post says, it is a very odd thing for BB to suggest he does..and does kinda come off as them encouraging him to wind them up...
i don't know who, if anyone, told him to do that but he's been doing it from the early days of the series and - as i interpret it - it's him running with the whole 'hands up, don't shoot' meme that began in america and because of police shooting unarmed black civilians, even children. he uses it to wind them up, NOT becase he feels threatened.
