It's always at least the nominees, the HoH and two players picked at random draw but every game I've played they just let everyone play cause I think it comes down to inactivity etc

That never happens on the actual show or on TIBB games (Elimination and Revelation )

if it's only nominees playing then we won't see much game play as it will be simple. Nominees can plead for the veto if they lose and hopefully their plea works.

I would have done 6 but i don't have any idea who will be active
