Why are you removing the blame from those who actually implement the policy? If there was consultation with anyone with experience of any of the 6 benefits affected they would have known that a six week gap in payments would lead to serious hardship as well as rent arrears, a total lack of any forethought , consultation or impact assessment is obvious. If they couldn't see that then a huge salary for being a welfare minister is wasted being so out of touch with the needs of the section of society they are tasked to represent.
