Vector tools in Photoshop and converting to a selection

1. Create a path with pen tool to make your selection
2. Go to Paths Panel and Select Your Path, Click Menu in Top Right...
3. Choose "Make Selection" in the menu
4. Make Selection Dialogue -- Feather here if you need a blurry item, for examp... (otherwise, just hit OK)
5. You now have a fully anti-aliased clean selection...
6. You can to choose simply to invert the selection and delete the pixel data manually...or (I recommend this way)... you can go to layers Panel, touch "Add Layer Mask" to keep data, and if you need to "touch up" the mask in the future to unhide/alter certain areas, then you will still have the option here to manage the mask...

That's OK, that's easily fixed.
I opted to merge it with the current path to fix her arm (just keep using pen tool)... but you can also create another path and when you make your first "Make Select", just add/subtract from that selection as needed...
Optional Step. Make your first selection, then select an additional path (like a cut-away shape, etc) and select add to selection or "subtract" depending on what you need to change in original selection...
I highly recommend you save and name your paths & selections just in case in this panel... (unless you're like me and lazy)
Final
You now have a fully transparent India
Turn off the Background/Canvas and you now have a fully transparent image... then export to PNG-24 with transparency enabled to keep it transparent
