I've always thought that carrots work better than sticks, and giving tax relief/price incentives would be a better way to encourage healthy eating.

Neither would work really to change eating habits imo. Produce here is already inexpensive for example. They're targeting the sugary drinks because sugary anything is very addictive, they sell in high numbers and hence more tax $$$. Kind of like they taxed/increased the price of cigarettes here (at least 2x, sometimes 3x depending on the state), and there are still people who go through packs a day...
