Hard left socialism isn't what people want, but people in the UK have demonstrated that they do want functional centrist socialism on countless occasions. If the people of the UK "didn't want socialism", the Tories wouldn't keep pretending that they want to keep the NHS.

Are they mandates or guidelines? There is a difference. The latter is a recommendation and the former is a law, at least thats how it is here in the states.
