Any word can have many meanings depending on context. What we rely on is consensus. My understanding is that consenus doesn't attribute bark to being a racially aggressive phrase, otherwise everyone would be aware of it.

People can't just make crap up and expect people to be aware of it

Speaker's intent matters also if they're not from a region that stigmatizes language to the level that others do. The rest of the world is not living in a padded room. We're talking about a small minority of people that screen conversations.
