We all assumed he was hand-picked and the lotto thing was just a gimmick,
but,
Yesterday, Lamb was saying (he insisted he was not joking) that there really was one of those 'lotto officials' type insurance people really watching to make sure it was genuinely random.

Someone else here remembered that Mario had been a test-run or 'guinea pig' HM in a previous season trial-run.

Well I still think its a little odd that mole suit seemed to be tailored to his body.
