Maybe they need to count the votes to be absolutely sure that the choose the right winner, double check etc..

Doesn't take an hour to do that, if they can count 5th, 4th and 3rd place in like 2 minutes they can count 1st and 2nd.

They don't normally have an hour break do they? It has to be pre-recorded so they can't keep the lines open.
