i think it will have something to do with the HW housemtes becuase - if the housemates have to choose 2 HW housemates though only meeting them for a while, then the 2 halfway housemates choosen will get to chosen two people to be up for eviction.

I can see that happening

I'm not sure, i have a feeling that the new housemates will have something to do with it. If they're nominating normally then the old housemates won't be able to nominate the new ones.

They don't always nominate. I was thinking that after the 2 HW housemates become real housemates and swap with 2 current housemates the remaining 5 halfway housemates (including the 2 current housemates) will face the public vote to save.
