Try this, get the video you want then convert it to a gif.

Windows Movie Maker can take stills from a movie file

It's in the Tools menu IIRC on Vista and it refers to the preview panel

It saves it as a jpg file though so you might want to look for Irfanview on the net to convert to a .gif file
