Yes it is. Every year, the house is available to the public but they can't go everywhere they want to. They follow a way.

In fact, if you pay a certain fee, you can hire the Big Brother house for parties and stuff. I live about 15 mins from where the BB house is and I know a few people that have been to parties there.
