Yeah it's a bit of an odd statement.

We all start off as Asexual and then most of us tend to develop our sexuality around 13 or 14.

Conscious sexuality yes (i.e. sexuality with an awareness of what the feelings are) yes. Subconscious "proto-sexuality", i.e. feelings of sexual attraction or "crushes" start as early as 7. A lot of people are sort of uncomfortable with that but it is what it is . Kids might mention that they "feel funny" when they see a celebrity or get shy / embarrassed if you talk about someone they like... that's the beginnings of sexuality, just on a subconscious level.
