Indeed - it reminds me of those "extreme couponing" shows where people can go to a supermarket with a tonne of coupons, get loads of stuff, and then be given CASH on top because of how the coupons stack up . Offers in other countries usually have a "no cash value above and beyond the discount" small print on the back, but the US often doesn't.
