and yet thousands of parents were in the exact same position and told to ask the NHS for assistance when they could have used relatives. The government message was very clear, stay at home, do not visit relatives, do not drive

Not too sure of the rights of wrongs of the test drive, as his intention was to drive back to work.
Never been a DC fan but thought he gave a good account of what he thought was ok.

In which case, does that make the 4yr old the actual parent?

People were getting tickets for 5 min drives so they could get their daily exercise, and the day he took the trip to Barnard castle was coincidentally his wife's birthday.

They weren't exceptional circmstances, the lockdown guidance gave clear indications of what to do during those circumstances. None of which included driving across the country and visiting relatives.

Okie dokie....personally, I wouldn't risk my family by sending my possibly infected child to them....neither would I have expected anyone to "take him off my hands". If he got sick I would have taken care of him. By the time they were showing symptoms the likelihood is he would also have been at least asymptomatic....no way would I have driven him 200+ miles away to be looked after by family.
