It had large and clearly decently conceptualized areas but there was
basically nothing in them... and that, alongside the bizarre graphical bugs and glitches the game had early on (and the general graphics downgrade) was just a pretty strong indication that the game was rushed out and quite blatantly unfinished. EA mostly to blame, of course.
