unless it was an international criminal court like they have for war crimes, its limited to the jurisdiction of the country he commited the crimes in. If another jurisdictions wanted to take him to court they would have to extradite him, and then he could be found innocent and free to live out life in that jurisdiction, so better to get him for something than risk him getting away with it
