I think Grand Theft Auto V makes the top of the list because it is the pinnacle of the series from a design, mods (hushsmush), storytelling, and technical perspective. Released in 2013, the game has stood the test of time and remains immensely popular to this day, thanks in part to its GTA Online mode.
