Actually now you've said that, it could've been what he was doing, especially as at one point he seemed to gesture towards the bus.
I didn't have the sound on so I don't know if what he was saying was audible?
That said, it'd make more sense for so-called environmentalists to be walking in front of vehicles which aren't public transport. Not that it justifies the bloke's actions.
