If they were then like you've said the punishment should be probably harsher tbh, given the fact that like you've said earlier about there being children at the scene.

But the biggest threat anyone had during the dancing was seeing boobs/man-boobs.

People know not to strip completely nude in public, and especially in front of children.

I honestly don't think the Boobs being shown is that big of a deal, at best maybe she could've wore a Bikini, but that's really it for me.

Let’s be honest this is very rare in this country in daylight hours
It might happen later at night but even then it’s rare

I would also point out that when this woman was approached she put her t shirt back on and continued to dance afterwards, she wasn’t looking to cause offence just got carried away in the moment
