This has been an idea for a while.

I can see the benefits of combining in areas, however I'm not sure about delays to elections being held.

It's for the authorities to request to be part of it so let's see which ones maybe do request.
Anything that halts elections when due though I don't like.
The pandemic year was different when going out to vote was impossible obviously.
