how could you find them?

How did Mossad find all those terrorists and get pagers into their hands?

Maybe they could make a condition that in exchange for statehood, Palestine hold free and fair elections? Get rid of Hamas. Perhaps then their Muslim brothers and sisters in neighbouring countries might want something to do with them then.
