Japan has been through this experience before with Touhoku so they went high up as soon as they heard about it... (it wasn't as close though)...

It shouldn't if they don't keep their only backup cooling solution stored in a basement where it could be wiped out by floods ... the Daiichi plants were much older GE designs. I think #1 was even one of the original designs...

Nuclear plants have more than evolved overtime. Some don't require a mains connection nearly immediately to keep stable and have other non-electric based alternative cooling... but that tsunami was so massive (30') that only an ancient sign on a mountain that said "Don't build lower than this" could predict it...
