well theres a line between rape and having willing sex maybe they should change it so that any persons under the age of 18 can willingfully have sex with each other but for example a 55 year old can not legally have sex with a 14 year old girl

Yes, but then there's the whole complication of people saying "she was willing to have sex" when 'she' wasn't. And I don't think people under the age of 14 are able to make that decision.
