I think the groups will be mixed around somehow and the HOH might once again pick friends to join him or her in Heaven unless they remain neutral and don't tend to stick to a particular group - someone like Rex or Mohammed might choose the same people from "B-Block" for example so there won't be much of a change, whereas someone like Lisa might be more neutral in her choice and there could be a wider range of housemates that she would choose. So in response to the original question, a Hell housemate may just swop the groups depending on his or her alliances within the House.
