The thing about capital letters - it's hard to enforce. How do we know when it's "necessary" to a post to say "OMG I HATE SARA SHE'S NASTY TO EVERYONE IN THE HOUSE I HATE HER AND IF I WAS IN THERE I'D VOTE HER OUT LOL ANYONE AGREE WITH ME ?" It's annoying for people reading.

Also - two points contest each other. You want correct grammar but enforce using all capitals? Use of capitals is grammar.

PS. About closing threads before trouble happens. This is also subjective. Where do we decide trouble is "about" to happen? And closing that thread just causes an upsurge in copy threads complaining to the mods that they wrongly closed an innocent thread, then that moderator gets vilified by a majority of people. It's not just as easy as going "hmm, I sense some trouble - *lock* The end".

A lot of these proposals seem like just words that can't be enforced. Just like real politics.

PS. This is friendlier than the other one though. Muwhaha.
