Get GIMP. That is what i use, it comes out quite nicely when you know how to use it, or maybe try getting a free version of photoshop, but be careful :S i tried once and a virus was attatched

Well that can't be the problem then if you use Paint.net because yours are HQ.

try saving as a png* file. Images then come out clear. Or is you save a a jpeg then make sure you make sure it is set to 100% on the box that opens after saving
