You forget that he has peeping tom inclinations and this is considered a sex crime in the UK.
This is the only arrestable crime that I've seen Marcus actually commit although he made claims of getting Noirin drunk so that he could sexually assualt her ..... another arrestable crime if he took fantasy to the next stage.
