Even at this late stage, give the ones that don't want to nominate an option.
Nominate or leave and tell them a newbie or former housemate will take there place.

It's far too late in the series to replace someone. They'd be at an unfair disadvantage.

Take Kinga BB6 for example.

I agree to a point, but it would make those who refuse to nominate think twice if they were given a choice...vote or walk.
An ex housemate might not be at a disadvantage either

Why not? i feel they are taking there Status of BB Housemates for granted, it would shake em up, and none would refuse to vote anyway.

its way too late in the game for the public to accept "newbies"
give them a decent consequence and they will fall over their own knickers to vote
