In line with TiBB rules an recommendations, you know that I have already responded to this in a U2U exchange. Your posting here is not helpful.

ALL NHS care is limited by budgetary constraints. As you are apparently a Registered Nurse, you will know that there are countless examples of where self help initiatives have to be employed to achieve optimum care. Also, where a patient is no longer in hospital but has moved on to a nursing home, but is not well enough to be cared for at home, the care costs have to be privately funded.
