We have a no all-capitals rule for two reasons:
1. It is more difficult to read. Compare a block of normally written text and a block of upper-case text and you will find that the upper-case text takes longer to read.
This is because upper-case characters are all the same height while lower-case characters vary in height and are more instantly recognisable.
2. All upper-case text can give the impression to the reader that he or she is being shouted at.
Of course it is acceptable to put the odd-word in upper-case for emphasis, just not the whole text.

The fact that liberal societies still have rules (i.e. laws) that everyone has to abide does not stop them being liberal. Believe me I have seen forums that are completely un-regulated and the result is nearly always anarchy.
The most important rule on this discussion board, however, is the one which says we have to respect each others opinions even though we might disagree with them. So no calling each other 'fools' or 'idiots' please.
