To add to my previous post, also...

The group that adjudicates (or as Four Ventures put it 'Monitors') is an exceptionally well known group called "Electoral Reform Services"

One can safely presume they have a lot of experience in the matter, and will not be able to be 'bought' into verifying that a poll is valid, when it's been performed incorrectly.

ERS are probably one of the best groups to trust in such things, ergo, I am more than happy to believe that the eviction poll was taken legally, correctly, and was not 'fixed'.
