I`m not a mechanic but I have had a similar problem.when stationary I imagine you have to keep your foot on the revs to prevent stalling and its probably worse in the rain?? If so I think all you need is a mechanic who can tweak it so the rev counter stays a little higher than it presently is.
Hope that helps but obviously it could be something else.
